Border and homeland security procurement runs on a different logic from defense acquisition. The technology itself increasingly overlaps with defense: surveillance towers, ground sensors, drones and counter-drone systems, biometrics and data integration. Suppliers frequently serve both markets, which provides diversification but also means homeland contracts are often reported alongside defense revenue without the difference in durability being made clear.

Treat multi-year contract values in this segment with caution: awarded ceilings and funded amounts diverge more here than in defense procurement.
