Border and homeland security procurement runs on a different logic from defense acquisition. The buyers are civilian agencies with their own budget cycles, the requirements shift with domestic politics rather than threat assessments, and contracts can expand or be cancelled far faster than military programmes. The technology itself increasingly overlaps with defense: surveillance towers, ground sensors, drones and counter-drone systems, biometrics and data integration. Suppliers frequently serve both markets, which provides diversification but also means homeland contracts are often reported alongside defense revenue without the difference in durability being made clear.
Coverage follows agency contract awards and task orders, appropriations and policy shifts, surveillance and detection technology deployments, and counter-drone authority for domestic airspace. Treat multi-year contract values in this segment with caution: awarded ceilings and funded amounts diverge more here than in defense procurement.
