Why this segment matters
Government services firms operate a business model unlike product manufacturers. Revenue is largely headcount-based, margins are thin by industrial standards, and contracts are periodically recompeted — meaning a substantial share of revenue is at risk on a rolling basis regardless of performance. Incumbency helps but does not protect, and a single large recompete loss can reset a company's trajectory.
Backlog is the central metric, but it must be read carefully. Total backlog including unexercised options and ceiling values on indefinite-delivery vehicles is a much weaker signal than funded backlog, and the two are often presented together. Protest activity adds further noise: awards can be challenged and reversed months after announcement.
