Naval programmes operate on the longest cycles in defense. A frigate ordered today may commission a decade later, and shipbuilding backlogs therefore offer unusual revenue visibility — alongside unusual exposure to cost inflation across the intervening years. Fixed-price contracts signed before an inflationary period have caused material losses at several yards.

The binding constraint is rarely order intake. Skilled labour, dry dock availability and specialised supplier capacity determine how fast a yard can actually deliver, and workforce shortages have become the dominant scheduling risk in both the United States and Europe. This is why sustainment and repair work, less glamorous than new construction, often carries better economics and steadier demand.
