Why this segment matters

Artillery consumption in recent conflicts has run far ahead of peacetime production rates, exposing how thin Western ammunition capacity had become after decades of just-in-time procurement. Governments across NATO have responded with multi-year orders designed to give manufacturers the demand visibility needed to justify new plant, and with direct subsidies for capacity expansion. This is one of the few defense segments where the constraint is physical rather than budgetary.

The bottleneck is rarely the shell body itself. Filling capacity, propellant and explosive feedstock, and the specialised machine tools required to expand a line are the binding constraints, and each carries lead times measured in years. Nitrocellulose supply in particular has become a strategic chokepoint, which is why several manufacturers have moved to secure upstream positions.
